Get SEO clients without cold calling by leading with a measurement instead of a pitch. Run Google's own PageSpeed engine against a list of local businesses, then contact only the ones scoring badly — with their score in the first line.
It works because it is not a solicitation. A cold call asks the owner to accept your opinion of their website. A measured score of 24 on mobile is a fact from Google about their own property, and it arrives before you have asked them for anything.
Why cold calling stopped working, specifically
Cold calling did not become immoral. It became statistically unviable. Local business owners now receive several unsolicited SEO approaches a week, all of which open the same way — a compliment about their business, a claim that they are “not ranking”, and an offer of a free audit. The owner learned to recognise the shape of it inside four seconds.
The pattern is the problem, not the channel. Any approach that could have been sent to 10,000 other businesses gets treated as though it was, because it was.
The market you are actually addressing

The measurement-first sequence
Four steps, in order. None of them involve a phone.
- Filter to one trade in one city that already has websites. Estate agents (85.0%), financial services (83.7%) and contractors (81.4%) have the highest site ownership of any trade in the data, with dentists at 59.4%. These are the trades that have budget and have something to measure.
- Score the whole list at once with Google PageSpeed Insights. You are looking for mobile scores under 30 and Largest Contentful Paint over four seconds. Stamp each result with the date you took it.
- Contact only the failures. Typically 15–30% of a list. The rest are not your clients this quarter and emailing them costs you your sending reputation.
- Open with the number. Subject line: their score. First sentence: what it means in money — a four-second load on mobile is roughly a fifth of visitors leaving before the page appears.
What goes in the first email
Short, specific, and finished. Something close to this:
“Your site scores 24 out of 100 on Google's mobile speed test — I ran it this morning, screenshot attached. It takes 6.1 seconds to show anything on a phone, and most people leave at three. The fix is usually the images and one plugin. I've listed the three biggest items on the attached page. No charge for that, and no need to reply if it isn't a priority.”
Note what is absent: no compliment, no credentials, no case studies, no calendar link. The measurement is the credential. The reply you want is “how much to fix it”, and giving them room to not reply is what makes the message read as observation rather than pitch.

The three channels that compound
Measurement-first outreach fills the pipeline now. Three things make it need less work over time.
Publish the audits in aggregate. “We measured every dentist in Leeds; the median mobile score was 31.” That is a local news story, a LinkedIn post and a page that ranks, from work you already did for outreach.
Go narrow on trade. The agency that has fixed nineteen dental sites beats the generalist for every twentieth dentist, and can charge more while doing less discovery.
Ask at the 60-day mark, not the last day. Referral requests land when the client has seen a result, not when the invoice does. Two months after launch, with the numbers in front of them, is when the answer is yes.
Keep it legal
Unsolicited business-to-business email is lawful in most jurisdictions, but the conditions are real and they differ. Under UK PECR a corporate subscriber and a sole trader are treated differently; CAN-SPAM requires a working opt-out and a physical address; GDPR wants a legitimate-interest assessment you can actually produce; CASL is stricter than all of them.
